3.54 gears and 36" tires

Me and the finance company have a 2001 Dodge 2500 4x4with the 5. 9 comapart eng 3. 54 gears. Pulling a 97 Jeep on a 16 ft car trailer Max speed is 75 t0 80 mph at 2200 rpm at 9 to 10 mpg. This is on South Fl. flat land. Had it checked at local Cummins dealer His computer read out stated average mileage is 13 mpg for total gallons burned and miles ran. On questioning him he says "AFTER MARKET TIRES TOO BIG' truck came with 285/16 Michelins difference in tires the 305's are maybe a 1/2in wider He also stated he checked lift pump.

Question; is this normal or am I misreading other posts about 18 plus mpg. Truck is empty. It has a Leer cab height topper, Truck also has automatic transmission and I run it in overdrive. Eng is stock . Lets be honest I've spent 200 dollars out of pocket to find this out, who is stretching the truth if its Cummins I will try to find another dealer, any suggestions? Normally I run the speed limit of 65 to interstate 75 but feel this truck should pull out at a higher speed and better fuel milage?
