CARB compliance sticker? HELP

Help with fuel system diagnostics

I just returned from a visit with the local dealer where I had an extensive service performed. I wanted to have the truck smog tested as state mandated for registration renewal as well. The tech declined to perform the smog test because he said the PACBRAKE PRXB I installed 10 years ago lacks a CARB compliance sticker, as does the wiring connections. It was also smoking a bit from the breather. It has 162,300 miles

I haven't been able to find recent CARB edicts pertaining to exhaust brakes. One from 2010 says exhaust brakes were not covered under CARB.

Can anyone give me guidance how to proceed?

I have the exact truck you have, set up similarly. I have a Jake brake rather than a Pacbrake and don't have a CARB number for it. I've never had an issue smogging it like that. I do have a couple other mods that require CARB certification but I have the numbers and stickers for those. I would have your truck smogged at an independent smog station instead of the dealer.

It's been smogged without issue every 2 years, even by the same dealership. PacBrake sent me a 2015 CARB sheet that indicates the brake doesn't require an "EO". The wiring connections were made by the dealer who installed the original JAKE brake. I suspect the Tech is trying to CYA.

Yeah, sounds about right. Like I said, take it to an independent smog shop.

An exhaust brake does not have any effect on operation, therefor shouldn't require CARB certification... thou crazier things have happened.
Cat's are getting stolen left and right in San Diego. CARB approved cats don't exist to my knowledge for 04.5-'07 5.9's. I have no idea what would happen with mine if the cat was stolen? The 49 state versions work just fine out of California. This place is nuts.
 
Our smog instructor at the college said at the last smog update at the beginning of the year they were advised CARB was really cracking down on any suspected modified vehicle. They are running lots of sting operations and have pretty much a zero tolerance stance for technician violations. For us, him getting his license pulled not only hurts him, but puts our smog program out of business. The worst situation is on a vehicle that has been failed at one shop but passed by another. The state is requesting some customers with vehicles in that situation make a visit to a referee station to make sure the second (or third) shop didn't kink it. He also said if there is visual reweld near the CAT and the CAT is not marked with a CARB number, the technician has to fail it.
He is taking no chances this year and will decline to smog any vehicle that he thinks might be a little kinky.

My smog guy has an old machine that can tell if the truck will smog or not without it transmitting the information immediately to the state. I don't run a tune anymore so it's a moot point now. His new machine immediately transmits the fail or pass reading to the state.
 
My brother has a Ford GT40 and he took it in for smog and bid red letters on the screen said to take to a referee station. He thinks CARB has been doing information gathering on the supercars via the OBDII port. He did have a tune on it. So he put back to stock and drove to a college in L.A. that was the referee station where it was tested and got clean bill of health.
