Carfax - How does it WORK?????

I mean doesn't somebody have to initiate the paperwork at some location???? It's not automatic so it won't notify you of something that isn't inputted... . do you see my point????

From what I've seen, CarFax uses public records (title changes, salvage, flood) and some insurance data (totals, etc. ), but not much else. It's a decent place to start, but by no means is "full-disclosure" detailed. Just my experiences using it for some buys and some sales.
