Anyone every had the cascade overflow valve go bad or had one out and apart.

My problem is my fuel system will not build pressure. What happen was while I was driving the gauge drop to 0psi. So I got in touch with DieselDan at fass and he walked me through a bunch of steps. I have replaced the Gauge, Isolator, installed a draw tube, New filters. The fass was acting up. Some days it would build 15psi others it would only build 7psi and then the next day it would build 20psi. Now it will only build about 2 to 5 psi when it runs, when pluged to the engine harness it will not run at all. So I wired it to run all the time and it only builds about 2psi, with a 0 to 30Psi hydraulic test gauge installed. This thing is driving me nuts. No codes, No CEL, and runs great. If I block the fuel line at the CP3 with a cap it will build great pressure. Its leads me to CP3. I'm a transit bus\Heavy Equipment mechanic so I understand diesels but, I havn't a clue about a CP3. After reading the ERM I seen that the cascade overflow valve would be first inline in the CP3 and it controls flow to the return side. I have no really good way to block the return side, I still have the stock return line. I was thinking about pulling the COV out and taking a look at it. But not sure if it is servicable or not.

I'm sorry, I don't have my fuel system book at the moment, so I can't recall where the cascade valve is. But I would also consider looking at the fuel control actuator - that black cylinder at the back of the CP-3 with a wiring harness in it. If it were stuck, it could route a lot of the fuel back to the tank.
