Cause of new turbo whistle?

Need some advice. My mechanic changed my radiator and the big AC pressure line on the passenger side.
When I got the truck back I had a rather noticeable hiss coming from passenger side of the firewall, at 1/4 to 3/4 throttle. Once the truck got to speed and boost seemed to level out the hiss would reduce. I had him look for a boost or vacuum leak, and he wants to replace a (rubber?) elbow in the boost tunnel. He said mine was creased and folded over slightly causing a leak. He agreed to pay for the part and install it tomorrow for free. Considering Ive spent over a couple grand there in the last week, I thought that was fair so I agreed.
The problem now is, since he found a leak, instead of a hiss I now have a loud turbo whistle when under load at 1/4 to 3/4 throttle.
So what did he do that caused this whistle to start?
Im thinking he made the leak worse.
Also lost some top end performance now.

Sounds like he made the leak worse as you mentioned, time to find a different shop if you are not able to repair it properly yourself. To start I would check all the clamps and go from there.

If this part you mention is the rubber elbow between the air filter and the turbo, then this is not the cause. The air pressure would be slightly less than ambient air pressure, and if there was a leak it would be undetectable to the ear in the cab. The air passes through the air filter, through this hose, and then arrives at the inlet of the turbo.

Much more likely to be the cause is the rubber hose connection to the charge air intercooler on the passenger side. This rubber hose must be removed (as well as the intercooler hose on the other side of the radiator) in order to remove the radiator. The hose on the passenger side has probably been improperly installed, is torn, or there is a broken hose clamp. This would match both of your symptoms - hissing noise (air escaping under boost) and the loss of power. I would inspect both sides.

Well....This 30-something young man took over the business from his dad who I totally respect.
I have had further damage done when this fella did other work on my truck which his dad forced him to repair at no cost to me to teach him a lesson. I agreed to pay for the new seals in the front diff, they did the labor for free, again, after doing my front wheel bearings and damaging the old seals when reinstalling the axles.

I offered to pay for the new rubber elbow to the intercooler (passenger side), but he insisted on it being a free fix.

Also, since you say the noise is coming from the passenger side, there is another hose (boot) connected to the turbo outlet. Normally, this wouldn't be removed for radiator removal, but I would check it anyway.
