2nd Gen Non-Engine/Transmission center seat/console stuck in up position

have a 97 3500. when I purchased the truck the center seat/console was locked in the upright position. This is next on my list to fix. Not sure how this worked as there is no handle, must have broken off. Thought I would have been able to look at anther truck by now to see how it all works. there is nothing in the service manual on this, and I did a search here, didn't turn up anything.



So if someone could explain how it should work, maybe i could fabricate the parts I need to make it work.

There is a sliding ring at the pivot. there might be some broken pieces in these jambing it in place. move the seats forward or backward to access the screws at the pivot. It might be easier to repair this with the whole seat out. there is 4 nuts under the seat and the whole thing will come out. The pivot is sorta tricky to reinstall when you take it apart.
 
If it is like my 99, then on the driver's side hinge for the center console there is a release that you need to push in. It would be right next to your right hip when seated at the drivers position. It does not look like a button or lever of any kind. Look for a piece of plastic about 1/2" wide by the hinge area and push in on the center and the console should release and fold down.
