Checking 5 speed fluid level

transmission Oil Question

Question for the Transmission gurus

Changed fluid in my 5 speed yesterday. Only able get in a little over 3 1/2 qts. Truck on level shop floor. Service manual states NV 4500 takes 4 qts. noticed the gearbox slopes to the rear (dose not sit level in chassis). Question is do you fill to the bottom of the fill plug with the truck on a level surface or do you raise the rear of the truck until the gearbox is level.
 
When the truck is on a level surface. I wondered the same thing when I refilled mine - to get the transmission level you'd have to jack the rear end WAY up in the air. I started to jack the rear up and when I had it 2 feet in the air and the transmission still wasn't level I figured it had to be wrong.

Thanks Steve, just wanted to double check. I thought the correct way to check the fluid level was with the truck on a level surface. Just was concerned when couldn't get the full 4 qts in.

Have you had any problem with leaks around the PTO cover gasket after removing the drain plug? Ever since the first fluid change I have always had a very small leak. I think it is leaking from the threads on the drain plug/bolt. I applied was Loctite 242 thread sealer to it this time and hope this will solve the problem.
