Must be a manufacturer defect then because I used an 02 air bag and cruise control switches on my 97 12 valve and everything was plug and play. I replaced the clockspring with a new one for an 02 on my 97 steering column.
When I had my '05 I decided to upgrade to a leather steering wheel with radio controls on it. I had to get a new clockspring because the old one wouldn't work with the radio controls... . maybe this is the same case? Did you get one for a truck with different accessories?
I replace the clockspring in my '01 after a buddy decided to sping the steering wheel while I had the steering box off. I bought a new one at Napa and it went on without a hitch.
My wheel has air bag and cruise only. Taking everything apart is easy if you take your time. For me the hard part was getting some of the connectors to come apart without breaking.
