Engine/Transmission (1998.5 - 2002) code 252 and rough idle stalls and does not rev above 950 rpm

i am working on a 99 24v cummins that is hard starting and scanned and only showed this code w/ no info on what it relates to i borrowed a modis scanner and it showed no info on this code when it starts acts like it is running out of fuel but when you push the throttle it acts like it is hitting rev limiter at about 950 rpm i can read rpm on crank and cam sensor and throttleposition sensor shows it going thru the full range when depressed. I replaced the fuel filter already and transfer pump is supplying more than enough fuel to rev up



any help or info would be greatly appriceated
