Want a better fuel filter

A good friend of mine had a recent streak of bad luck with his 04. 5 Cummins. He had taken it back to the dealer several times because he said it was surging while driving at highway speeds. They never could find the problem. Now this winter it died on him several miles from town. Showed codes P0148, fuel delivery error, and P0088, rail pressure too high. We thought that it had gelled up because it was about -10 outside. Got it into a warm shop and the next morning it started and ran fine. Few days later it did the same thing. Come to find out after removing the tank, the wire supplying power to the in-tank lift pump retrofit was corroded and broken. So we replaced the wiring harness and now we have fuel pressure again. Problem is, he says the truck seems slugish, low on power. Fuel filter is new, (all stock) and there is plenty of fuel to the CP3. Wondering what caused the P0088 code and if this has anything to do with the low power issue. The pickup is a 2004. 5 325hp, 48re, stock fuel system, Edge juice and has 120,000 miles.
