Engine/Transmission (1998.5 - 2002) Cold Engine Idle TSB

I have an 02 ETH that is used year round to pull campers from the Jayco factory to dealers in the US and Canada and need to idle for extended periods in frigid weather. I attempted to have the dealer install the Cold Idle engine Warming TSB#18-19-01 but he said it was already installed from the factory (and charged me $22 for hooking his machine to mine to verify this). My truck was purchased in the spring but has been cranked in temps as cold as 25 degrees thus far. I've never heard it self-accelerate to 1200 RPM as the TSB describes. Might this TSB already be on the truck's computer or am I another victim of an undereducated service department?
 
I am not 100% sure but I think the programming is in the computer, though not enabled. The dealer has to go in and turn that function on for it to work. I had my dealer do it and it works great. If the engine is cold and outside air temp is less than 30* it steps the idle to around 1250. I was told that under 20* it steps the idle and cuts 3 cylinders to put a load on the engine for faster warmup. I have not had the cylinders cut out even though I have had a couple <20* starts. BTW they did this free of charge.

Mallred, when I was doing what you are doing, I just went out to Sapp's on Hwy 50 there and bought a little contraption for under $10 that fits under the dash and against the pedal. You can adjust it to any rpm you want and grab afew zzz's in a warm cab. By the way I also fixed up the 4-cab with a sleeper of sorts where I could stretch out and almost get a good night's sleep.
 
I've noticed an older post addressing this TSB. Has anyone ever gotten 18-19-01 to work? Geez, I havn't even found a dealer near Omaha that's familiar with it... Guess the adjustable stick depressing the throttle will have to do.
