Engine surging at idle when cold

So, on a cold morning (in Alabama so like 30s and 40s) I crank my truck with the remote start and like always the exhaust brake engages and it starts the warm up process. Well, when it idles up on its own to 1100 rpm (after maybe a minute after I cranked it) it begins to surge real bad. Not like the surge from the grid heater cycling. It’s a quick surge that actually rocks the truck cause the engine is torquing some hard. Not like a quick lope just a smooth surge from 1100 rpms to probably 900 and back to 1100. Like I said, it’s not from
The grid heater drawing current. Anyone got any ideas what’s causing this? I’ll try and get a video of it in the morning to help show what I mean
