Cold weather starting problems

A friend has a 92 that when he turns the key to start the "wait to start" light takes close to and hour to come on.

If he tries to start before then it won't fire.

Any ideas what this could be ?

I would start by checking the battery voltage and connections. When you first turn on the key does the WTS light come on for a 2 second test? is the WTS light ever flashing?
