I ended up solving my problem creatively too. After looking at the Larimer County map and seeing that the lines have moved and I'm now in the mandatory zone for diesel and gas vehicles, I had enough. I took all our vehicle registrations and moved them to the address for our property in Park County. 
If you're interested in fixing the late fee issue, I've been told that one way around it is to go in and simply do a "title transfer", say from your name to your wife's name. Supposedly there's nothing illegal about it and it's only a few dollars instead of the late fine.
