Common rail Code blues

Helping a buddy with his 2003 Ram 2500 5 speed. Truck has 163k and no upgrades. He is throwing a p0148 almost all the time. The truck has been idling eratically and looses power when accelerating. We just got done replacing the lift pump and that didnt help matters much. What are some other fixes for this problem? Is the cp3 toast?

My truck:

02 2500 quad cab short bed, 4x4, 5 speed, BHAF, Str8 pipe, Silencer ring delete, Drag comp, pump cover.

I had the same code and same symptoms for awhile and finally found the solution. The FCA (Fuel Control Actuator) was bad on the CP3. When I called Cummins NW to order one they said they didn't sell the Bosch parts directly. But they refered me to who they get theirs from.
