I just read about this on another site about the Fords and am wondering is this something I need to worry about with the Cummins?

Not needed on the Cummins. Just go by your owners manual. The Cummins does not have sleeved cylinders, so cavatation is not an issue.

conditioner?

The PSD's aren't sleeved either, but their cylinder walls are thinner than the Cummins, so the additive is required. Ultrasonic vibration from the combustion event shakes the walls and causes cavitation in the coolant. Those breaking bubbles are what do the damage. The CTD has walls thick enough to resist the vibration.

Big rigs use sleeves as the walls and thus require anti-cavitation additive.

a friend of mine gave me a bottle (he's a DC tech) so i through it in anyway.

I figured it couldnt hurt. but also agree its not really needed.
