Coolant Draincock Problem

My radiator draincock is apparently plugged and I can't get any drainage. The draincock had been set (closed?) with the valve knob aligned with the spigot. It rotates 90 deg CCW to put the valve knob 90 deg to the spigot which should be the open position but this seems backwards from the usual convention. There is no drainage in either position. Which position is supposed to be open?

Any ideas on clearing the valve?

The valve is integral with the left end of the radiator and appears to take radiator removal and major surgery to replace!

After rotating as you said, pull out about 1/2 inch while still rotating further.

That spigot is a mean little devil!!!

When I first attempted to locate the drain I used common sense and knew it had to be located on the bottom of the radiator but it still took a while to locate it. Space utilization or common language CRAMMING into small spaces.
It ended up being plactic type material so had to be careful to not break it. And finally discovered like Joe posted, pop it out a little and it will drain.
