I'm going to be flushing the old coolant out of the 02 Cummins. Is there a low point coolant drain on the block that could be pulled for flushing the block out good?

Not that I know of. Take off top radiator hose from radiator. Put hose in radiator fill, turn on water, run at idle til clear water running out of hose from engine block. That will flush block.
What I do is go to Jiffy lube with all my new coolant and distilled water. They have a head tank that they fill with the new mixed coolant that they connect to the hose that feeds the coolant pump. You leave the truck running and when the thermostat opens they take the discharge from the block and dump it into a waste container. Keep adding new coolant until the coolant cleans up. You end up waste a gallon or maybe two galllons of new coolant but it is a great way to flush the block. You should check with your jiffy lube they usally don't have a hose adapotor big enough for our hoses so I usallly bring them with me when I want to do a flush. Last time I did it they charged me $38 to use their equipment and dispose of the old stuff seems fair to me.
