on my 99 seems the cowel seal has a separate type of seal on the corners, after checking it noticed one is missing pass. side, anyone ever replace this before, looks like some sort of foam. after reply to check this on earlier post think this might be where the fumes are getting in the truck.

I replaced them both:

P/N 55135342 SEAL, Cowl end, Right
P/N 55135343 SEAL, Cowl end Left

List at $10. 95 each - about $8. 00 if you can find the right dealer.
 
Go to a junk yard, take a razor scraper with you, pick out best looking seal from assorted Dodge Trucks $5, stop buy parts house on way home to get 3-M Super Weatherstrip Adhesive $8. 95, clean off old adhesive from cowl, thin coat of "super", drink a beer $1-$3 (pending on brand) - close hood job done priceless.
 
I wasn't having a problem, other than the two foam seals had crept and were distorted. There was a bit of space at each end of the long hood-to-plenum seal that runs between the two foam seals. I think most that have the blowby coming into the cab via the HVAC have a problem with that long seal. I doubt much blowby could find its way into the cab if the only problem is the two foam seals.
