Crankcase Breather

I noticed oil all over the top of my engine so I pulled off the black metal cover to look at the crankcase vent. The rubber hose that goes over the vent certainly doesn't fit well. It's very loose, so loose that I barely had to apply pressure to move it completely away from the vent. Is this normal? Should the connection be tighter?

Sounds like a job for a hose clamp, or at least a zip tie.
