Mine burned out once and yes you can replace it pretty easy. Just remove the bezel and pull the instrument cluster out. The bulb is on the back.
 
I would guess so if it's a '98 or up. The cruise light is the only one I have ever had to replace. The dashes are completely different from between '97 and '98. I don't know what year you have so that will make some difference.
 
I tore the wire off mine once getting stuck,knocking out light. Of course Dodge had no reference to plug so i had to splice it together. you might want to check your wire. passenger side Underneath from radiator back.

The photograph in the linked thread is my model year 2000 Ram. I only have parts catalogs to go by. The following makes it fairly obvious that a new instrument cluster appeared with the 24-valve engine:

It didn't take much to unplug the instrument cluster and pull it out of the truck on my 2000.
 
yeah, mine was real easy to pull out also as the whole thing just plugs in at the back. They probably changed some things for the 24 valve with the added engine electronics or something.
