Will a cummins ECM work on our trucks vice the Dodge ECM? It would be nice to be able to take my truck to Cummins vice Dodge to get things checked out when needed. I hear they can uprate and downrate an engine at the owners request. Downrating for milage would be nice for comuting to work and even towing lighter loads.

Diesels often get BETTER mileage when MORE horsepower is added... ... As long as you keep your right foot out of it.
My '07 picked up 2 mpg with the Smarty jr on the 70hp setting.

This is an interesting question, and I believe the answer is "no". The ECM for the Dodge applications has special programming to interface with the Dodge truck.

So the engine itself might run fine with a Cummins ECM out of a delivery truck, it probably wouldn't interface with the rest of the truck. Throttle calibration comes to mind as a possible major issue.

Adding preassure and timing are great ways to get better mpg's. Not the safest way but one of the easiest.

The smarty will do half power settings if you want. Its acctually detuned. I say that but I dont know anymore I never even tried it. I thought the idea was propesterous. But to each his own.
