If your wanting to build a 24v using a 12v block, yes you can, 12v blocks have different threads for sensors so a adaptor is needed.
If you wanting to just swap a 24v head onto a 12v engine it's best to use 24v pistons, you may need to swap in a 24v cam but I not sure, if you can keep the 12v cam you can use 12v lifters but need 24v pushrods, you'll also need custom lines and have the 24v injectors set for 12v pop pressure.
Stock 24v head flows better than stock 12v, but with a little port work the 12v will surpass the 24v, there's also aftermarket 12v heads that will out flow highly modified 24v heads.
I checked into going with a 24v head while rebuilding my 12v and found the general opinion was it wasn't worth the cost.
Most of the conversions I'm seeing is guys with 24v trucks converting to 12v fuel systems.
