On the one that I put on my truck, it put out a solid 18 p. s. i at idle and 15 p. s. i. at wide open throttle. It was checked coming out of the fuel filter.
As stated, you can change the springs in the pump to change the pressure. The stronger the spring, the higher the FP. Too much pressure in the long term can damage the VP44. Keep it below 20 PSI as a rule of thumb.
