Should a Cummins dealer be more capable than a Dodge dealer to diagnose engine operation problems? ... . equally capable, less capable, what?

My thought is the Cummins dealer should be more capable than the Dodge dealer. This should not take much for them to be better. Having said that there are bad/good mechanics anyplace you would have engine work done even the dealers have some good ones. Sort of rolling the dice but if I had a choice I wouold go with the Cummins dealer if I had to have someone do work for me.
