91 12v trun off key keeps runing for around 8 sec or less. Any idea what problem is.

That can be an indicator of gas in the fuel tank or alcohol based water remover/drier, such as "heat".

The tip on the Fuel Shut-off is rubber - might let just a little fuel through but not enough to keep it running for very long.
