Different kind of chain binder

When I was at a Naval Air Station for an airshow I saw a chain binder used to tie down aircraft that was really different. The chain pulled thru a sheave arrangement than a large knurled nut was turned a couple of times to tighten the chain. Has anyone seen one of these or maybe even tell me where to find them?
