Engine/Transmission (1998.5 - 2002) Diffrences between APPS and noise filter problems?

When I disconnect the batteries my shift jumping gets better but not cured forever. Still jumps between gears at certain throttle ranges (light throttle). So where would I buy a inline noise filter or is that what I need?

I ordered two of the filters yesterday from http://www.dieseltrans.com/index.htm and they ship out of Washington State, one for my 98. 5 and one for my dad's 2000.
