Engine/Transmission (1998.5 - 2002) Do all 98-02 have block heaters??

Hey guys I ran into a guy today that had recently purchased a 02 with 40k on her. After dumping 30 minutes of mind numbing info at him he stated that he doesnt have a cord at the front of his truck. I didnt have time to walk to his truck to see for myself but I remember reading a post on how all cummings have the heater installed at the factory but some dont have the cord installed but I thought that only was with the newer models. Just wondering if an 02 is the same way where a simple cord hook up is all he may need.
 
It is my understanding that the trucks came with the actual block heater heating elements installed, but if you wanted the cord you had to buy it separately. Doesn't make any sense to me at all but that is what the parts guy down at my local Dodge dealer was telling me.

It is a 10 option on a new 06,,, the I guess the factory thought since the 600 engine will start at -20 and since less than half of the customers either A knew what is was for or B lived in a climate where it was needed,,, why through away 10 bucks,,,,, In virginia we seldom need to plug our trucks in so we dont order it on the truck,, but our parts dept keep 2 or 3 cords in stock in case the customer thinks they'll need it
