It looks like it to me. I've banged on them pretty hard but they are still stuck in place. I just wanted to confirm that is how they come off before I break something. I think the older style had to be removed by more serious disassembly. Thanks, Brian.
 
The studs are just press fitted. I've most always been able to beat them out in reusable condition with a copper hand sledge hammer. Had a set stuck in real good once, piece of plate aluminum over the studs and one good whack with a 18 lb sledge was all it took. A press works great also.



When you go to reinstall the studs on a new rotor don't use your wheel to suck the studs back in, you will damage the wheel. Use a bunch of washers and the correct size nut instead. Impact wrench makes it much easier
 
Remove a couple set screws on face of rotor hat and it should slide off without disturbing bearing assm. 99 and previous had to remove bearing & hub assm.
 
Thanks everyone, I can see that I was clear as mud. Yes, I wanted to take the rotors off the truck. I ended up being able to sand both sides without taking them off the truck. I replaced the pads and the rotors are still true. I sanded both sides with an orbital sander and 80 grit. Hope the new pads (Dodge sintered metal) seat OK. Thanks agan. Brian.
