Does anyone make an ECM editing tool?

There's a windows based program that has been available for years for GM's LS1-6 small block V8 PCMs. Using a laptop connected to the OBD II port, it allows you to download the factory flash, modify it to your liking, then reload it, eliminating the need for things like Edge, Quad, etc.

Does anyone make such an animal for the Dodge/Cummins ECM?
