Does lift pump work on 2008 Dodge Cummins with key on or does it have to be turned t

I have tank clean put pump back into tank bolted up tank, left lines unhooked and turned key to on with nothing happening . I dumped 10 gallons back in. I thought pump works with ign . On or does it have to go to start?
 
Will run for approx. 3-5 seconds and shut off, runs while cranking and with engine running. Cycle the key several times to get fuel to the engine.
 
Bump the starter and then leave key on. You will hear the pump run for several seconds. Then turn key to off and then bump starter again. Repeat as needed.
 
Ok ,Ill try it again . I tried like five starter bumps and left on run ,and expected to hear a splatter . No drips or...yet. I may have killed it pounding the metal lock ring . Fought it for a whole day, and finally just made a thick bead of black rtv silicone and put it back in. Napa has one on the way ( lift pump) ,won't make it till Wednesday. Also sent for an FCA from Genos in case it wasn't a weak lift pump. So miss my first Gen
 
Kept repeating and now it is dripping down back there . Not running like I would expect a fuel pump to do ,just dripping. Maybe it needs pressure to keep it pumping.
