Engine/Transmission (1994 - 1998) Dowel kit

Purchased a 97 12 valve to add to the family. I understand there is a template/tool available to members for installing a screw in housing if pin has not moved. This method does not require as much teardown. How does one find out more about this tool and availability ?.
