According to EPA website, LSD fuel is legal for sale until 12/1/2010 for on road. LSD will be legal for sale until 12/1/2014 for off road (although larger refineries must produce only ULSD for off road beginning in 2012).

Perhaps availability of LSD fuels in some areas but not others depends on the local refineries and distribution system in a given area.

Correct... around here off road is ULSD, but that is not the case everywhere. And LSD isn't mandated for marine use for a few more years. So LSD is still being made, just not as much.
