I tried to open the drain valve on the radiator on my 1999 24V diesel 2500 and the valve turns fine from vertical to horizontal at 90 degrees but no fluid is draining. What am I missing.
 
You have to turn 90 deg. and pull it out a little, sometime it will come all the way out, mine did on 99 I had, I just made sure the "o" ring was OK and pushed it back in, no problems. The block will not drain all the water out through the radiator petcock so you have to hook up a water hose to the heater hose going into the block and flush it out a little to get all the old AF out. have fun. bg
