I think you can do this with two tubes and a rag, tubes through filler neck with rag in open space to seal it, one tube to bottom of tank, other tube force air through, fuel should start to come out
Do you want it completely drained? If so, you'll need to pull the tank out to do this. You can get most of it with a siphon hose, but you'll never get it bone dry, or remove any sediment or foreign materials from it without removing it from the truck and wiping it out with a rag or pressure washing it upside down and letting the debris fall out the fuel sender access port.
For a newly aquired used truck, this is a very good idea, keeps you from guessing what exactly may be hiding down at the end of that filler neck.
Get yourself about 10-12 feet of fuel compatable hose and a primer bulb, like used on an outboard motor. Cut the hose in half and put the bulb in the middle. Works great.
