Drain plug was hand tight from factory

Did my first oil change yesterday. After all I heard about tight drain plugs I was shocked to find it loose enough to remove with a 3/8" nut driver. The bag for the filter work great. The filter came right off thanks to proper strap wrench suggested. It also was not real tight but not loose. The worst part was threading the new full oil filter back on. It took 11. 5 ?? filled it warmed it let in drain for 30 minutes still showed low at 11 qt.
