Where is the "Drop" Measured from?

The Hitch Ball to the center of the Reciever?

I'v always leveled my trailer and measured to the botom of the hitch. Then measured to the bottom of the receiver and subtracted the difference. Take into account how much the trailer tongue weight will drop the back of the truck.
