Ok, I fixed the voltage oscillations by making a super capacitor 83.3F. Parts were about $70 and about an 90 minutes to make, another 30 minutes to install. I'll get a few pictures of that later. I ended up making a second unit for my RV to help with the surge demands of starting the RV AC on the inverter. It's a pretty neat little device. They can be purchased complete for less than $200. In any case, it eliminates the oscillations, even with the Grid heaters. This weekend I finally completed the cables to add high amp connection between the truck and RV, in this circuit I used two 200Amp relays, and a 250Amp fuse. The relays only come on with igntion, and a manual switch on the dash, so I can control load and monitor the amperage draw (I have 2 digital ammeters to monitor each of the dual 220A alternators). With the large cables, I can push over 100 Amps to the RV with ease, and proved it.. I can actually run the RV AC off the truck, the about 100Amps draw from the inverter is supplied via truck to the RV and it's not draining the RV batteries to run. This worked well when pulling for a weekend trip starting out with 99F temps! I kept the RV at 85F while towing.

Another big plus, with the big cable, and winch type plug connector.. I can rapid charge the dual batteries in my RV trailer, putting AH back in much faster than the onboard charger. I can park the truck, plug in, and in about 10 minutes have some significant AH added back to the batteries. It worked so well, I did not even use the small generator on the last trip. Should have completed this set up years ago, it will make it rare that I will need a generator when camping. Now if I get those solar panels installed on the RV roof, if less of a chance to need a generator.

Thanks so much for the write up and figuring this out. I have a 2007.5 Dodge 6.7 Ram 2500 with a lithium setup on my camper and I've been looking for a way to run a second stand alone alternator with its own regulator to feed the lithium. I think this will work great.
