2nd Gen Non-Engine/Transmission Dually conversion (back to 4 wheels)

My brother in law wants to change his 2001 CTD from a dually to a regular truck. I think all he has to do is get some new rims and tires, remove the front wheel extensions, and take the fender flares off.



Is that correct?
