ECM newer trucks=more HP?

My Truck came with 245-65-16, I have 265 on now. My dad and bothers 2001 have 265s do they have more hp to meet the 235 hp rating? taller tires take more power.

Nope. The power is measured at the flywheel. Doesn't matter what gears or tires you have.
