Engine/Transmission (1994 - 1998) EGR and how to achieve 215?

Hi, just purchased my second Cummins... . I have not posted on here in quite some time. I bought a 96 5speed EGR truck, and it is soon to be bombed. I have done some searches but did not really get an answer to whatI want to know..... What is involoved in making my pump basically a 215 pump? Obviously I will block off the EGR and change the intake horn, but are there parts I can get to make my pump a 215, or to perform just as good or better than a 215? If the answer is yes, then will the different internal engine parts (pistons and cam right?) make the changes worthless? Basically what I am asking is can the 96 manual CA truck be made as powerful as a 96 manual NON CA truck? I want to add a #10 plate, and other mods as I did my 97 non egr... . will this be safe? Thanks in advance and sorry for so many questions, but this thing is a PIG!!!
