EGR Cooler exhaust leak and 67500 mile maintenance

I did the 67500 maintenance on my 2011 3500 and have had trouble getting the gasket to seal at the Flex pipe/EGR Cooler joint. Any body have any ideas? I have tried new gaskets. Doesn't want to seal?

Tighten clamp (2) to 10 N·m (89 in. lbs. ). If that doesn't seal you may need a new clamp

Bob, thanks for the reply. I did the torque when I replaced the seal ( I have a copy of the manual). I will try a new clamp. Just a matter of sequence. I torqued the clamp while the flex pipe assy was still loose to avoid any stress, then torqued the valve. I wonder if I am pulling the flex pipe away from the egr cooler? Anyway, thanks for the reply.
