Electric brake problem

I bought a used toy hauler and decided to do maintinence on the axles. Repacked the wheel bearings and checked the shoes. Three of the wheels had worn the shoes about half but the fourth had very little wear. Jacked that one up and spun the tire while someone worked the break peddle in the truck. It would barely engage and also could hear a loud hum, kind of like a over worked transformer. The other wheels checked out good. First time working with electric brakes so any ideals would be appreciated. Thanks.
 
The loud humming is the magnet energizing. Try adjusting the brakes. Too much free play will give poor braking. The brakes should drag slightly without application, when they are properly adjusted. Next you should check the face of the drum where the magnet rides. Severe scoring will lessen the magnets' grip. Also check to be sure the brake arm (what the magnet mounts to)moves without binding.
 
Since it appears to have not worked right from day one (more lining) it might have been installed wrong from the factory. There is a left and right or front to rear mounting, make sure it is right. They don't work as well in reverse due to the design, so if it is mounted backwards the function is weak.
