No actual problem, just annoyed. It can be 55 deg outside and the fan clutch runs almost all of the time when the defroster is running. Is there a way to adjust what temperature the electric fan clutch engages?

That's likely happening from the A/C as the defrost runs the A/C compressor.

Yes, with a custom UDC Pro tune you can adjust the fan.

I was in 30 something degree temps last week and the fan will roar with the defrost on even when the engine wasn't fully warm. As the others said it's the AC. I would leave it alone, it's normal operation.
 
If anything look into an override to "lock out" the AC compressor in Defrost. It's a trade off made by people in automotive that think they are smarter than you for ALL conditions but, with a cold engine and heater core at times it causes more frost or condensation...

The fan is needed even in cold weather because the AC, when running, is moving heat and will overheat and fail without the needed fan running. The AC and fan load help warm the engine up.
