2nd Gen Non-Engine/Transmission Anyone had issues with Tailgates rusting?

Problem started with a pulse or hiccup (a sudden little miss that lasts for a split second) at around 75-80 mph when truck was warmed up (10-15 min. ). It's a 98. 5 24 valve AT. Then it started doing same thing at 55-60 mph. Then the transmission wouldn't't go into overdrive. Had it rebuilt. The hiccup turned into a gentle bucking. Replaced TPS with no change. Same day the rebuilt trans quit going into gear. Pan showed a fine black powder with burnt fluid and filter plugged up. Converter replaced transmission back in. TPS rewired and Lift pump replaced-no change, same hick up, same speeds. 2 days later transmission went out again. That's where it is now. During this whole time no codes coming up on problems. Now there's talk of Injector Pump, PCM, ECM, MAP sensor, Battery sensor and clean cables. I just upgraded from a 94 12 valve to this? Has anyone out there ran into this problem?
