Hmmm. . (looking at the FSM wiring diagrams... . )
Blower motor is Fuse 11, that's ok. Locks are Fuse 6, ok. Power windows are Fuse 12, also ok.
Info Center is Fuse 2, not ok. Radio is Fuse 8, not ok. Wipers are Fuse 10, not ok.
The common point to Fuses 2, 7 (Lighter), 8, 9 (Turn Signals), and 10 is a 12-gauge red wire to the ignition switch. That's also where power comes from that goes out to the starter relay from the switch. So it's something before that.
The 12-guage red lead goes thru the bulkhead connector to the under-hood area on pin 49. It goes forward (still 12-guage red) in a big bundle (a 22-guage white lead comes off it somewhere along here) to a fusible link and then to splice A0. The fusible link may be a short bit of 20-guage orange.
A whole bunch of fusible links are all together in that bundle above the left inside fender and outboard of the two big grid-heater relays.
There's a way to tell if it's that particular fusible link. The Cargo Lamp comes off the same source before that link.
Modified Question: Can he turn on the Cargo Lamp and see it and its indicator lamp in the cab come on? If so, it's almost certainly that fusible link.
Do you have an e-mail address I could send a few sheets from the FSM to show you how I got to this conclusion. Big pictures are hard to pass thru TDR.
... ... . after I posted this, I see that Phillip also was reading up on this and posted while I was composing my note. His data is correct. And if the chafing happened, and shorted out to ground, that link above could be gone. If you pull the cover over the switch, see if you have 12volts on the 12-gauge red wire going to position A1 on the switch... .
