My '97 CTD seems to run very cool. Here in Sacramento, this time of year, the temp gauge barely gets off the lower peg in 30 miles of driving. Is this normal? Should I check/change the thermostat? I know Cummins advises against prolonged idling because of low engine temps; I'm afraid that my truckrunning too cold and that may be harmful to the engine. Engine is entirely stock as far as I know.

The thermostats in those years were prone to problems. Mine had a rubber piece glued to the outside of it that came loose and got stuck in it, causing it to never close. You may have a similar situation. Either way, get a new thermostat and you'll be good to go.
