The only way I can think of to bypass using the DRB to cycle the ASD relay is to just turn the ignition from run to off repeatedly, or jun a jumper wire to fuse 6 on the output side (make sure the fuse is good to begin with).
Make sure that you are even getting power to the fuse with the key on. That may be part of the problem as well.
