EB failure to operate can be caused by exhaust vanes sticking due to soot buildup is one cause, but electronic actuators failures are another cause.
The former can be fixed by a thorough cleaning. Partial cleaning can be done on the truck using am existing or a drilled port into the exhaust side housing is one way to do it, but IMO the most effective way to clean is turbo removal and partial disassembly, which is a
somewhat difficult and definitely detailed and dedicated job!!! If your turbo has a cleaning port already installed, then perhaps use that route first.
If EB failure is due to a bad actuator, then actuator or complete turbo replacement is the only option.
